Named after U.S. Representative Hal Rogers, the program, which takes place at the Center for Rural Development in Somerset, Kentucky, emphasizes technological skills development and fosters a commitment to rural Kentucky. The CAER's contribution to the program consists of a series of scientific experiments performed by scientists who travel to the group and set up experiments, in which the students participate.
