Jeffery Talbert, PhD

Jeffery Talbert, PhD, co-director, Biomedical Informatics and director, CCTS Portal, and is associate professor, College of Pharmacy and Martin School of Public Policy; and director of Pharmacy’s Institute for Pharmaceutical Outcomes and Policy. The Institute (formerly the Research Data Management Center) has over 16 years of experience designing and implementing enterprise data warehouses for decision-making and outcome measures, including the performance measure reporting system used for research and policy decisions by over 200 US mental health hospitals. Dr. Talbert’s expertise is health services research and health policy focused on health outcomes using large administrative databases. He is the PI of the health outcomes project for Kentucky Medicaid that generates health performance measures from administrative data warehouses and patient and provider surveys.
